An effort to repeal an element of the health care reform law that will require businesses that spend $600 or more with a vendor to file a 1099 form has failed to pass in the Senate -- despite both parties acknowledging that the rule should be changed. The Senate twice was unable to get the 67 votes needed to get rid of the provision, which critics say will burden businesses with unnecessary paperwork.
